WE is proud to be a BPI (Building Performance Institute) Accredited Contractor. This national resource for building science technology sets standards for assessing and improving the energy performance of homes. BPI Accredited Home Performance Contractors use the most advanced state-of-the-art equipment to test the home and identify energy efficiency improvements.

As a BPI Accredited Contractor, WE will perform an Home Energy Assessment, which generally lasts one to three hours. This Home Energy Assessment provides the homeowner or business owner with valuable information regarding the existing condition of the premises, and identifies areas where energy efficiency, comfort and safety improvements can be made. These areas include:
- Carbon monoxide levels and/or moisture problems
- Air infiltration rates/insulation levels
- Heating/cooling/hot water system efficiency
- Central air conditioning efficiency, if applicable
- Distribution system (ductwork), if applicable
- Lighting and major appliances

Home Energy Assessment Program
WE is has been authorized by the Connecticut Office of Policy and Management as a
Home Energy Assessment Program vendor.

The Home Energy Assessment Program is a program designed to help Connecticut households that heat by means other than electricity or natural gas (such as Oilheat or propane) to identify energy efficiency opportunities. Funding for the program was provided by a Special Act of the Legislature and signed by the Governor in August 2008 in response to skyrocketing home heating oil prices. Although oil prices have since retreated, consumers' vulnerability to price spikes remains.
The Home Energy Assessment program piggybacks onto a successful program, Home Energy Solutions, that is currently available to natural gas and electric heating customers.
The Home Energy Solutions Program - a residential weatherization program funded by the Connecticut Energy Efficiency Fund and administered by The United Illuminating Company and Connecticut Light & Power, is designed to help customers reduce their energy use and cost. For a co-pay of $75, all qualified customers may be eligible for this program.
A WE Home Energy Assessment may Include:
- Blower door test for structural air leaks and corrective sealing
- Assessment of heating and cooling system ductwork
- Installation of energy-efficient light bulbs (14 bulbs - 4 standard CFLs and 10 specialty CFLs)
- Hot water saving measures
- Rebates up to $500 for qualified Central A/C systems

- Rebates totaling up to $300 for replacing certain inefficient appliances
- Incentives for insulation upgrades
- Energy Efficiency Education and a Tabletop Wrap-up of work done at the home
- Customers may be eligible for Double Rebate incentives for this program

In addition, the homeowner is eligible to receive an assessment of their heating system (clean, tune and test) of his/her furnace or boiler. In most cases, this will require an additional home visit by an OPM-authorized vendor/technician. This service includes cleaning the soot build-up, replacement of the burner nozzle, fuel filter, and air filter, system adjustment to achieve maximum efficiency, and a final efficiency test.
Together, the Home Energy Solutions whole home energy assessment and the heating system assessment will give consumers the information they need to make decisions that reduce their energy costs over both the short- and long-terms.

Energy Assistance - The Connecticut Weatherization Assistance Program
The Weatherization Assistance Program is administered by the State of Connecticut, Department of Social Services (DSS). Funding is provided by the U.S. Department of Energy. In Connecticut, the State contracts with the community action agency (CAA) network to operate the program, which shares a single application process with the Connecticut Energy Assistance Program (CEAP). There are five CAAs that provide the weatherization services statewide in collaboration with the others in the network. The purpose of the program is to assist low-income families with incomes up to 200% of the federal poverty guidelines reduce their energy bills by making their homes more energy efficient.
A utility funded WRAP home energy assessment is performed on each unit to determine the weatherization measures to be installed. Typical measures include health and safety inspections, heating system tune-ups and repairs, attic and side-wall insulation, blower guided air-sealing to reduce drafts, and in limited cases, storm windows, window and door repairs or replacement.
Both homeowners and renters are eligible to apply for services, which can average up to $2,966 in material and labor/support cost per unit. These services are free of charge to eligible applicants, and in the case of renters, landlords are asked to contribute twenty percent of the material cost, ranging from $30 up to a maximum of $250, per eligible unit.

You can receive a tax credit to cover
30 percent of the costs, up to a total of $1,500, for the purchase of new comfort equipment rated at 90 percent efficiency or above. Your new heating or cooling equipment must be placed in service in 2009 or 2010.
